The Legacy Amendment has provided community art centers and arts organizations, like the Nemeth Art Center in Park Rapids, increased and sustained support for arts and culture. Despite its small size, Park Rapids, a town with a population of approximately 4,000 residents, is home to numerous arts organizations, individual artists, cultural participants, and tourists. Arts and culture are widely recognized for their role in enhancing quality of life, generating employment, and attracting investments in the community.

Nemeth Art Center's 2018 exhibition, The Extraordinary Outdoors, featured the work of five Minnesota artists whose works depict dynamic visual explorations into nature. Artist Stefanie Motta's Waterline series consists of photographic imagery created using a sheet of color negative film placed in a pin-pricked black plastic bag that is submerged into a body of water such as a river, bog, or spring. This crude pinhole camera exposes the film to not only an exposure of light, but also the water and its unpredictable and uncontrollable contents, revealing a visual representation of a chemical reaction that is both ethereal abstraction and environmental documentation.
